Welcome!
Army Community Service (ACS) welcomes you to the Fort Myer Military Community (FMMC). This community is a unique assignment, which is challenging and very rewarding. The garrison command includes Fort Myer, Virginia and the Fort Lesley J. McNair, District of Columbia. This is the largest and most diverse company in the U.S. Army. In addition, it is the home of the oldest infantry unit, the 3rd U.S. Infantry Regiment (Old Guard) and the Fife and Drum Corps, which is the only unit of musicians of its kind in the armed forces.
The Directorate of Family, Morale Welfare and Recreation (DFMWR) has several programs to support you. Army Community Service (ACS) provides valuable Soldier and Family support services to ease your transition to the FMMC and the National Capital Region. The Start Right Newcomers Orientation is the official welcome brief held every Thursday, 0800-1600, sponsored by the Human Resource Division. This orientation will familiarize you with in-processing requirements as well as our local community. Army
Family Action Plan (AFAP)
Program Manager: Robin Cordovez, (703) 696-3510. AFAP is a grassroots level forum for Soldiers, civilians, retirees and Family members to identify issues that affect quality of life and propose solutions that build self-reliance. The AFAP process further unites the FMMC community and keeps all levels of the chain of command informed. Delegates from units on post and installation Families represent America's Army Family by identifying, developing, and prioritizing unit/community/ installation quality of life issues. The AFAP office is located in Bldg. 201 Custer Road, Fort Myer.

Army
Family Team Building (AFTB) Program Manager: Robin Cordovez, (703) 696-3510. AFTB is a program to help improve overall military readiness by improving personal and Family preparedness. This is accomplished through training classes which help people adapt to change and become more self-reliant. The program is divided into three levels: Level I is designed for spouses who are new to the military; Level II is designed for spouses who are involved in the unit and community, but want to learn more for personal growth as well as group dynamics; Level III is designed for spouses desiring advanced leadership skills. AFTB is located in Bldg 201 Custer Road, Fort Myer.

Army
Emergency Relief (AER) Program Manager: Trina Reliford, (703) 696-3510. AER is a private non-profit organization that provides emergency financial assistance to military personnel (active and retired) and their Families in times of distress. AER exists primarily for helping the Army take care of its own. Examples for which AER funds can be authorized: Non-receipt of pay and/or allotments to prevent privation; loss of pay or other personal funds; emergency medical, dental and hospital expenses; funeral expenses for dependents; initial rent or to prevent eviction; emergency leave travel funds.
AER provides Interest-free loans, grants or a combination loan/grant in the following categories:
- Food, rent, or utilities
- Emergency transportation
- Essential vehicle repairs
- Funeral expenses
- Medical/dental expenses
- Delayed/stolen pay
- Support to prevent privation
- Scholarship aid (MG James Ursano Scholarship Fund)

- A 24-hour emergency message center and financial assistance after duty hours for emergency travel.
Mobilization, Deployment & Family Readiness Program Program Manager: Byron Wilkinson, (703) 696-3510. Mobilization and Deployment provides Soldiers and emergency-essential civilians, their Families, Family Readiness Group Leaders, Commanders and Rear Detachment Commanders, First Sergeants, and activated Guard and Reserve Component (RC) forces the necessary training and resources to ensure mission readiness. Included are the tools for training and preparing for Stability and Support Operations (includes mass casualties, evacuation and natural disasters) and all phases of the Deployment Cycle: Pre-Deployment, Deployment and Post-Deployment. Employment
Readiness Program (ERP): (703) 696-3510. The Employment Readiness Program (ERP) is designed to provide a full range of employment services that contribute to the overall morale and welfare of Soldiers, Family members and federal civilian employees. ERP maximizes opportunities for initial and continued employment in both the public and private sectors. As an employment resource office, ERP provides job leads, career planning and counseling, and assistance in completing Federal employment applications, and resumes.
Family Advocacy Program (FAP)
Program Manager: Dannielle Semilla, (703) 696-3512. The Family Advocacy Program provides services to Soldiers and their Family members in the prevention of domestic violence and child abuse through community awareness campaigns, life skill education classes, professional education, and troop and commander briefings. FAP is divided into two areas: the enrichment program and support services, located at ACS, (703) 696-3512 and intervention services (counseling), located at the Andrew Rader Clinic, Fort Myer (703) 696-3456. The following programs are offered:
All enrichment classes have a minimum number of participants required to conduct the class; therefore, pre-registration is required for all classes no later than three business days prior to the class date.
The FAP also includes special programs:
New Parent Support Program can be reached at (703) 805-4547/2781. The program's goal is to support the needs of Army Families by assisting new parents in coping with demands of parenthood and Army life, to increase their parenting knowledge and skills, to enhance the lives of newborns and all army children, and to reduce the occurrence of child abuse and neglect. The New parent Support staff consists of a social worker with expertise in home visiting with young Army Families, and referral resources to the community. New Parent Support Programs offers the following services to Army Families: home visiting, support, education, play-mornings, referrals and resources on the installation and in the community.
Victim Advocacy Program (VAP) can be reached at (703) 696-6611/6368. Services are provided to ensure that each person, who is a victim of domestic violence, is provided support and assistance. The mission is to protect the victims of abuse and treat all Family members affected by, or involved in, abuse.

The goal of the SAPR program is to eliminate incidents of sexual assault through education, prevention, integrated victim support, rapid reporting, thorough investigation, appropriate action, and follow-up. Under DoD's Confidentiality Policy, military sexual assault victims are offered two reporting options: restricted reporting and unrestricted reporting. The program consists of:

Exceptional
Family Member Program (EFMP) Program Manager: Marcia

The Exceptional Family Member Program ensures that service members receive the information and assistance needed to support Family members with disabilities in specialized programs and to pinpoint areas where resources can meet their needs. EFMP offers an extensive listing of national, regional, and local resources, support groups, and parent advocacy centers. Clients can receive information about various subjects, including but not limited to, EFMP enrollment, respite care, resources, advocacy, special education, early intervention services, federal and local laws, and educational materials.

- Chapel-sponsored financial assistance program for emergencies not covered under AER - $250/year limit.

an integrated resource file of sources of service to which
personnel may be referred. Referral procedures are used when
it is not possible to provide immediate direct assistance.
Follow-up procedures are provided to ensure that needs have
been met.
Relocation Readiness Program
Take Charge of your Move
The ACS Relocation Readiness Program (RRP) helps ease the relocation process by providing resources and information to minimize stress and anxiety associated with moving. Relocation Readiness aims to make the right connections for services to support a positive transition; before the move, during the move and after the move.
Information about military installations worldwide can be found through the Department of Defense web site, Military HOMEFRONT. Plan My Move provides a personalized checklist for organizing PCS move details to make the transition easier.
The Fort Myer Military Community RRP can provide personalized relocation assistance to incoming military and civilian personnel. The RRP also helps to reduce the stress of moving by offering additional services, such as the Lending Closet, welcome packets, services to Waiting Families of deployed Soldiers and multicultural services designed to assist foreign-born spouses of military personnel. Services provided by the Fort Myer
Relocation Readiness Program:
Lending Closet: Assistance is available for Families PCSing to or from the Fort Myer Military Community in the form of basic household items such as: pots and pans, dishes, car seats, high chairs, sleeping mats, etc. Items can be loaned for a designated period of time while Families wait for the shipment of their household goods.
Welcome Packets: Information about the installation and surrounding areas is provided to help familiarize personnel with their new assignment. Please ask your sponsor to forward a welcome packet or e-mail us for an electronic packet.
Start Right: The Start Right Newcomers Briefing is a one day in-processing briefing that is designed to assist you as you PCS to the National Capital Region. For more information, please call 703-696-0296/0172/0156.
Sponsorship: ACS provides unit and individual sponsorship training quarterly and upon request. Incoming Soldiers requesting a sponsor should contact their gaining unit.
Multicultural Family Services: Army Community Service offers programs and resources that are exclusively designed for foreign-born spouses of military service members, based on specific needs. Programs may include:
1) English as a Second Language (ESL) Classes are offered throughout the local community. Contact the ACS office for current class schedules. You can also improve your skills at http://www.march2success.com/. Created by the U.S. Army, this free, online resource includes self-paced courses such as Comprehensive English. All of the site tools are easy to use and available to anyone over age 13. Simply go to the website, click the student key, and register at the bottom of the student page. Once logged on, go to Standardized Test Preparation and then go to the Language Arts Section.
2) A Foreign-Born Spouses Group, an interactive group focusing on everyday life in the United States and a chance to share your culture with others.
3) Citizenship and Naturalization assistance. Citizenship information classes are offered to Soldiers and Family members who are preparing to become U.S. Citizens. For more information about Citizenship, contact ACS or go to http://www.uscis.gov/portal/site/uscis.
Survivor Outreach Services (SOS): Survivor Outreach Services provides enhanced services to families of the fallen. SOS is a holistic and multi-agency approach to delivering support to survivors by providing services at the garrisons and communities closest to where families live.
